Your manifest's scopes are the permissions a merchant is asked to grant. The catalog is closed: Tanqory refuses a manifest — and a test install — that names a permission it does not know.

Every name is domain.action. There is no read_orders form; a request for one is rejected with Unknown permission: read_orders rather than quietly dropped, because a dropped scope produces an install that looks correct and 403s later.

Asking for fewer

Review reads every scope and asks why you need it. An app that requests settings because it was easier than naming the four things it touches is an app that takes longer to approve, and one a merchant is more likely to decline at the install screen — they see this list, not your reasoning.

Requesting a new scope after merchants have installed does not break them. Their installation moves to PENDING_REAUTH and your app keeps working on the permissions they already granted, until they agree to the rest. Handle that state; it is not an error.
